Republic of Croatia presides over the Council of the EU from 1 January until 30 June 2020.
 
The presidency of the Council rotates among the EU member states every 6 months. During this 6-month period, the presidency chairs meetings at every level in the Council, ensuring progress and striving to achieve results related to current legislative acts and open issues that are on the agenda of the Council, as well as helping to ensure the continuity of the EU's work in the Council.

Member states holding the presidency work together closely in groups of three, called 'trios'.

The trio sets long-term goals and prepares a common agenda determining the topics and major issues that will be addressed by the Council over an 18-month period. On the basis of this programme, each of the three countries prepares its own more detailed 6-month programme.

The current trio is made up of the presidencies of Romania, Finland and Croatia.

The Ministry of Construction and Physical Planning is not chairing any EU Council Working Group.

The Ministry of Construction and Physical Planning is a co-chairing authority within the EU Council Working Group on Technical Harmonisation for Competitiveness (internal market, industry, research and space) – whereas the chairing authority is the Ministry of Economy, Entrepreneurship and Crafts. Furthermore, within the Working Group for Energy of the EU Council, the Ministry of Construction and Physical Planning shall, as needed, get involved regarding transport, telecommunications and energy in relation to the field of energy efficiency in the buildings sector – whereas the chairing authority is the Ministry of Environment and Energy.


Events organized by the Ministry of Construction and Physical Planning

Informal meeting of the Network of Territorial Cohesion Contact Points (NTCCP) and the Urban Development Group (UDG) on
25 – 26 February 2020, 9.00-17.00, Zagreb

The essential task of the meetings of experts is to prepare the meeting of officials or directors to be held on 27 and 28 April 2020. Regarding territorial cohesion, the objective is to contribute to the overall revision process of the current Territorial Agenda. With regard to urban policies, the implementation of the Urban Agenda for the EU shall be discussed, as well as further steps upon having performed the review of the Urban Agenda. Specific Croatian themes to be discussed at the meetings are Green infrastructure in urban areas and Circular management of spaces and buildings in urban areas. The meeting is organized by the Ministry of Construction and Physical Planning.
 
Informal meeting of Directors-General in charge of territorial cohesion and urban matters
27 - 28 April 2020, 9.00-17.00, Zagreb

The meeting shall gather officials and Directors-General in charge of territorial cohesion and urban matters. Regarding the topic of territorial cohesion, the aim is to further discuss and to adopt preliminary conclusions related to the procedure of preparing the revision of the current Territorial Agenda. With regard to urban policies, officials and Directors-General shall discuss and support the implementation of the Urban Agenda, as well as discuss further steps upon having performed the review of the Urban Agenda, based on the conclusions of UDG meetings. Specific Croatian themes to be discussed at the meetings are Green infrastructure in urban areas and Circular management of spaces and buildings in urban areas. The meeting is organized by the Ministry of Construction and Physical Planning.
 


ESPON seminar

MGIPU is responsible for the implementation of the ESPON 2020 Territorial Cooperation Programme in the programming period 2014-2020. The ESPON Territorial Cooperation Programme is an applied research programme aimed at supporting the formulation of territorial development policies in Europe. The programme produces systematic data on territorial trends related to economic, social and environmental aspects in order to recognise the potential of regions, cities and larger territories and the economic challenges they face.

During the Presidency of the Republic of Croatia to the Council of the EU, ESPON will organise a conference in Zadar with the aim of initiating discussion and finding guidelines and recommendations for two specific topics pointed out by the Republic of Croatia as key for the territorial and urban development of the entire territory of the EU: Green infrastructure in urban areas and Circular management of spaces and buildings.

The conference is intended for: decision makers at national and EU level, the scientific community, civil sector, NGO representatives, etc.


Fire Protection day

Europe is increasingly working to improve fire protection. During 2017 the European Commission has established the Fire Information Exchange Platform (FIEP) intended for Member States, which would improve the fire protection system through joint efforts and cooperation. The establishment of FIEP is a sign of recognition of this topic at the EU level and of the need for a system to respond to the challenges faced by Member States.

With the marking of the “Fire Protection Day,” Croatia would surely position itself as the European leader in this important area.

The topic of the conference is the importance of prevention and education, the dissemination of good practice and the contribution to raising awareness of this topic. The conference is intended for: relevant professional public, academic community, local self-government units, decision makers at national and European level, industry representatives, civil sector representatives, NGOs, media.


Conference on Architectural Policies: RE-USE ARCHITECTURE!
18 -19 June 2020, 9.00-17.00 sati, Zagreb

The Conference on architectural policies will bring together representatives of state and other administrative bodies responsible for architectural policies in European countries, architects, spatial planners and other experts in the fields related to, and crucial for their implementation. The thematic focus of the conference will be on re-use of architecture in a view of sustainable urban development, circular economy, prevention of urban sprawl by promoting rational land take and re-use of abandoned and somewhere devastated buildings or whole areas. During the conference, some case studies and examples of good practice will be presented, aiming to encourage further discussion as well as knowledge and experience exchange among participants. Also, this will be an opportunity for an overview of the implementation of the document ApolitikA 2013-2020 (Architectural Policies of the Republic of Croatia, 2013-2020) and discussion about architectural policies post-2020.
 
Prior to the Conference, an informal half-day meeting of the Directors General responsible for architectural policies in European countries will be organized. The Conference Agenda includes the opening event of the thematic exhibition organized in cooperation with the Croatian Association of Architects (CAA). During the field trip to Rijeka (The European Capital of Culture), a guided tour of sites of re-used buildings and successfully renewed brownfield areas will be organized.
